ZINARA Exempts Zimbabwe Legislators from Paying Toll Fees

As proof of exemption, the legislators say they were given certificates of exemptions and stickers

Members of Parliament say they were recently exempted from paying toll fees in the country’s highways, after arguing that most of the time, they would be performing parliamentary duties when using roads.

The tollgates were introduced by the government as part of measures to raise funds to repair road infrastructure.

As proof of exemption, the legislators say they were given certificates of exemptions and stickers, after submitting registration particulars for their respective vehicles to Zimbabwe National Road Administration (ZINARA) so that they are captured in a database for easy identification when passing through the tollgates.

MDC-T Luveve legislator and member of the parliamentary portfolio committee on transport and infrastructure development, Albert Mhlanga, said he was part of the party's legislators who raised the matter in parliament after realizing that Zanu PF parliamentarians were exempted from paying the toll fees when using vehicles, which were given to all their candidates who were contesting in the last parliamentary elections.

A Harare High Court judge recently dismissed a court application filed by the Zimbabwe Lawyers for Human Rights (ZLHR) challenging a hike in tollgate fees.

High Court judge, Joseph Mafusire, ruled that the application challenging Transport Minister Obert Mpofu’s new tollgate fees lacked merit.

Small motor vehicles are now required to pay $2, up from one dollar while heavy vehicles are required to pay $10 instead of five dollars.
